After the shark attack that happened in July, the the Manhattan Beach city council imposed a temporary ban on fishing off the pier. Because the state laws technically prohibit cities to enforce a ban, the council decided to implement new regulations instead.
While the council believed these new regulations were created to protect the citizens of Manhattan Beach, some locals have different thoughts.
