In 1965, President Johnson founded the Higher Educations Act in order to help fight the war on poverty. Under this act Upward Bound, a government funded program, was established. The purpose of Upward Bound is to help high school students excel in school and eventually get into college. The students who participate are aspiring college students who come from low income families or their parents have not earned a four year college degree. Different colleges, such as Cal Lutheran University, contain the Upward Bound program. The Cal Lutheran Upward Bound provides its student members with tutoring three times a week, comes to their school once a week, and has monthly Saturday sessions. A special feature that the program offers is a 5 or 3 week summer session at Cal Lutheran College in which the participants are allowed to receive college credit.
